3.5Before overhaulingin themiddle of the overhead ground wirespan,in orderto ensurehis/her safety,the workershallcheck whetherthe verticaldistance betweenhim/her and the live conductors belowmeets the minimum workingdistancerequirements after the overhead ground wirein the work locationis loadedby him/her,and whetherthemechanical strengthof theoverhead groundwire meetsrelevant requirements.

3.6When working on theuni-polar power-off sidethe otherpole isrunning,the worker shall weara fullset ofelectrostatic protectiveclothing orconductive clothing.

3.7When usinginsulating ropesto transferlarge metal objects,the worker at ground potential oron the tower shallgroundthe metalobjects beforetouching them.

3.8With regardto largemetalobjectse.g.automobiles,etc.insulated from the groundand placednear strongelectricfields,attention shall be paidto protectingpeople frominduced electricalinjury.The metalobjects must be groundedbeforethey can be touched.
5.4Potential transfer
5.
4.1The equipotential worker shallobtain permissionfromtheperson in charge of the workbefore potentialtransfer andshall not losethe protection of the safety belt.
5.
4.2For potentialtransfer ofDC transmission lines,the potential rod shouldbe used,which shall be inreliable contactwithlive conductors.Before enteringequipotential,the workershall contact the potentialrod quicklywith the liveconductors ata distance of about
0.4m fromthem.When leavingequipotential,the workershall contactthe potentialrodwith the live conductorsfirst,and thenwithdraw thepotentialrodquickly afterleaving the live conductors
0.4m away.

4.3During potentialtransfer,the actionshall besmooth,accurate andfast.6Enter or leave equipotential
1.1Enter orleave equipotential on a suspension tower

1.1When enteringor leavingequipotential on asuspensiontower,the workershall notenter orleave equipotentialverticallyfromthecross armsor along the insulator strings.The hangingbasket hangingchair andhanging laddermethod,the insulatingflexible laddermethod andother methodsmay be used toenter andleave equipotential.

1.2When the worker enters or leaves equipotential,all theelectrical gapdistances includingthe working distances andthe combined gaps between the worker and the earthingconductors and thelive conductors shall meet the requirements ofTables3and Table
4.

1.3The hangingbaskets hangingchairs andhanging laddersshall bestably suspendedby insulatingslings,and themovingspeed shall be strictlycontrolled byinsulating pulleysets toachieve auniform andslow speed.The length of theinsulatingslings forfixing shall be accuratelycalculated oractually measuredto ensurethat thehighest partof the humanbody shallnot exceedthe upperedge of the gradingring on the conductorside whenthe worker enters or leavesequipotential.
1.2Enter orleave equipotential on a tension tower

2.1When enteringor leavingequipotentialon atensiontower,the workermay enterorleave equipotential alonghorizontal tension insulator strings orvia othermethods.

2.2When theworker movesalongthehorizontaltensioninsulator strings,the positionsof his/her handsand feetmust bekeptconsistent,and the number ofgood insulators short-circuited by the human body andtools shall meet the requirementsof Table
5.

2.3The workerssafety protectionrope shall be tiedto theinsulatorstringheld byhis/her handsand shallmovesynchronously withhim/her.

2.4When enteringor leavingequipotential,theworkershall transferpotential whenmoving toa distance of about
0.4m2~3insulators fromtheliveconductors beforecarrying outsubsequent operations.

2.5All theelectrical gapdistances includingthe working distances and thecombined gapsbetween theworker and theearthingconductors and theliveconductors,and thenumber ofgood insulatorsshort-circuited by the humanbody ortoolsshall meet the requirements of Table
5.7Matters needing attention at work
7.1The workers shall avoidexcessive bodymovements during live working.
7.2Insulating tools shall be used totransfer articlesbetween theequipotential workerand theground potentialworker.The effectivelength of the insulating tools shall meet the requirementsof Table
2.
7.3The conductive clothing shall be free from damage and holes,and all parts ofit shall be connectedwell andreliably.When damageand burrsare found,it shall be repairedin time,and itcan beused only after passing the test.
7.4Before the insulating toolsare used,an insulation resistance testershall beused toconduct segmentedinsulation tests.The widthof themeasuring electrodesis2cm,and itis requiredthat the insulationresistancebetween every2cm ofmeasuringelectrodes shallnot beless than700MQ.
7.5The insulating toolsshall be protectedfrom moistureand surfacedamageanddirt whenused.The insulating tools tobeused shall be placedon clean,dry andmoisture-proof pads.When founddampened orsurface-damaged orsurface-dirty,they shall be handledin timeand can beusedonly afterpassingthe test.
7.6During thework,bearing toolsshall befixed andreliable andhave backupprotection.
7.7If deterioratedor lowresistance insulatorsare foundduring livetesting ofinsulators,they shall be retested2-3times toavoidmisjudgment.
7.8When thefirst insulatornear thecross armis dismantledor installed,it mustbe short-circuited beforeoperation.8Test oftools,devices andequipment
8.1The designof live working tools,devices andequipment shallconform to therequirementsof GB/T
18037.Conductive clothing,insulating ropes,insulating rods,insulator holders,etc.,shall passtype tests and leavingfactory testsin accordance with therequirementsof GB/T6568,GB/T13035,GB13398,DL/T463,DL/T
878.
8.2The tools,devices andequipment shall be subjectedto electricaltestsandmechanical testsonaregular basisaccording to the test methods of DL/T
976.The testcycles areas follows:a electricaltests.Preventive tests shall be conducted once a year,and inspectiontests shall be conducted oncea year,andthe intervalbetween twotestsshallbe halfayear.b mechanicaltests.Preventive testsshallbeconductedonceevery twoyears forinsulating toolsand onceevery yearformetal tools.
8.3Preventive tests
8.
3.1DC withstand voltage test:the insulation length of the testsample between the testelectrodes shallbe
4.8m;thewithstand voltageshallbe755kV;the timeshallbe3min.It isqualified ifno breakdown,flashover oroverheating occur.

3.2Switching impulsewithstand voltagetest:theinsulationlength of thetestsample betweenthetestelectrodes shallbe
4.8m;the standardswitching impulsewave+250|is/2500|is shallbe applied;the voltageamplitude shallbe1325kV;thetest sampleshall withstand15times.It isqualified ifno breakdownor flashoveroccur.
8.
3.3Static loadtest:a loadof
1.2times theweight of the ratedworking loadshallbe applied forImin.It isqualified ifnodeformation ordamage occur.

3.4Dynamic loadtest:3times of actual operationsshallbedone witha loadof
1.0times theweight of the ratedworkingload applied.It isqualified ifthe toolsare flexible,portable and freefromjamming.
8.4Inspection tests
8.
4.1The insulatingtool shallbe dividedinto severalsections forpower frequencywithstandvoltagetests.A voltageof75kV shallbeappliedacross per300mm ofthe insulatingtool forImin.It isqualified ifno breakdown,flashover orheatingoccur.
8.
4.2The wholeset ofconductiveclothingshallbefree ofdamage,holes andburrs in the appearanceinspection,and theconnectingdevices ofallpartsshallbereliable andintact,with goodconduction afterconnection.9Transportation andstorage oftools,devices andequipment
9.1During transportation,theinsulating tools,devices andequipment shallbe putinto dedicatedtool bags,toolboxes ortoolvehicles toprevent moistureand damage.
9.2Holders andclamps withlow surfacehardness andmetal toolssuch asscrew rodsthat should not bebumped shallbetransported withdedicated woodenor leathertoolboxes.The capacityof eachbox shallbe limitedto oneset oftools.Scattered partsshallbefixed in the box.
9.3The insulatingtools,devices andequipment shallbe protectedfrom moisture,rain andblazing sunduringtransportation andmaintenance.Plastic bagsmay beused asinner packaging transportation bags,and canvasbags ordedicatedleather canvasboxes maybeusedas outerpackagingtransportationbags.
9.4The live working tools,devices andequipment shallbe storedina dedicated depot,and thedepot for live workingtoolsshallmeet therequirementsof DL/T

4.1Personnel requirements
4.
1.1Live workingworkers shallbe in good healthandfreefrom physicaland psychologicalobstacles thathinder work.They shallhave abasic knowledgeof electricalprinciples andpower lines,master thebasic principlesand operatingmethodsof liveworking,andbe familiar withthe scopeof applicationand usingmethodsofthe workingtools.They shallbe familiarwithGB26859,DL/T966and thisstandard.They shallmaster emergencyrescue methods,especially theelectric shockrescue.They shallreceive theoreticaland operationaltraining fromspecialized traininginstitutions,pass relevantexaminationsand holdrelevant certificates.

1.2The personin charge ofthework orthesafetyguardian shallhave atleast3years ofactual workingexperience inliveworking onpower transmissionlines,befamiliarwith equipmentconditions,have certainorganizational capabilityandaccident handlingability,and passthe examinationafter specialtraining.
4.2Institutional requirementsAccordingto GB26859and thisstandard.
4.3Meteorological requirements
4.
3.1Live working shallbe carried outingoodweather.In caseof thunder,rain,snow andfog,liveworkingshallnot becarried out.When thewind forceis greater than level5lOm/s,liveworkingshouldnot becarried out.

3.2If liveworking isrequired inweather withrelative humiditygreaterthan80%,insulatingtoolswith moisture-proofperformance shallbe adopted,and thepossibility ofinsulation degradationoftheinsulatingtoolsunder highhumidity shallbe considered.

3.3Under specialor emergentconditions,when emergent live-line repairmustbecarriedoutin harshclimate,relevantengineering andtechnical personneland allworking personnelshallbeorganized tofully discussand formulatereliablesafety measuresaccordingtothe siteclimate andworking conditions,and theemergentlive-line repaircanbecarried outonlyafter the approval ofthe chief engineer ofthe unit orthe leader in chargeofproduction ofthe unit.Sufficient lightingfacilitiesshallbeprovided fornight work.

3.4In caseofasudden changeof weatherduringliveworking,which canendanger personalor equipmentsafety,the workshallbe stoppedimmediately.Under thecondition ofensuring personalsafety,the normalworking conditionsof theequipment shallberestored assoon aspossible or other protectivemeasures shallbe taken.
4.4Other requirements
4.
4.1For newliveworkingprojects thatare morecomplicated andmore difficultand newdeveloped tools,scientific testsshallbeconductedto confirmsafety andreliability,and safetymeasures andoperation processplans shallbe established,andthetools canbe operatedon equipmentonlyaftertheapprovalofthechiefengineerofthe unitortheleaderinchargeofproduction oftheunit.

4.2The personinchargeof liveworkingshallcontactthe dispatcher beforetheworkstarts,andthework canbe startedonlyafter contacting.When itis necessaryto disableDC restart protection devices,the licenseformalities shallbeperformed.After thework isfinished,reporting tothedispatchershallbedone intime.It isstrictly prohibitedto stoporresume therestartprotectiondevices atan appointedtime.5Technical requirements
